Replying to Pant Sizing and Underlayers

Ok, so I have two questions.

1. I have a warm jacket but I also have a lot of big sweaters I would like to wear without the jacket, what is the best material/shirt for warmest under layering? I have heard a silk shirt, but right now I just throw on a ton of sweaters underneath some Helly Hansen long sleeve (thermal? its kind of like under armour)

2. I dont want to have HUGE snow pants but I don't want them slim, so I assume I get a bigger size and suspenders? If so, how big, I'm ~32/32 in jeans, so how big would I want snow pants ? 34, 36 etc..

Thanks, any help is appreciated. ALSO if this isn't a proper thread, or has been posted (searched and couldn't find anything), just let me know and save me the hate, I will just delete it if its not proper.
