I'd say in that scenario if you know you could put those parts to good use yourself then take em.

Maybe leave the guy one working bike.

Could have been their bike before they were homeless so it's risky, unless they have like 3 or more obviously stolen bikes I wouldn't

Innocent until proven guilty. Even tho they were prolly stolen lol. I wouldn’t bother though, it’s not worth the risk. Today’s day and age you don’t know who you’re dealing with.
