Op there's dozens of rifles and pistols, semiauto or not that can accommodate ammunition that will pierce standard body armor. Then there's the ammo that penetrates steel plates. Also it is very much dependent on the type of ammo; look up the five-seven as a prime example. This new product means nothing.
Edit: i just saw your "twice the kinetic energy" comment. Lol did you not know 7.62x51 exists? Mass shooters don't typically utilize that ammo and often opt for 556\223 because those varieties are so much easier to shoot. There's tons of cartridge variations above and below what AR-15's use (they use 556/223). This has been around for ages.

If you think .223 is scary you should see a .50 bmg those things can stop a car in 1 semi well placed shot. My very Texan friend uses them on his ranch to vaporize invasive hogs whom have destroyed around $30,000 worth of crops in the past. Tbh tho thats more of a fun pass time than a super effective way of culling the population. .223 is actually what he uses most of the time because the recoil is next to nothing so its good for mowing down entire groups of hogs. My point being that caliper of the bullet doesnt really=best gun to commit unspeakable acts with.

they are totally edible, sometimes its gamey but you can get around that by using more aggressive cooking methods like brazing or something super flavorful like smoking (or catch a hog, cut off its balls, release it, then kill it later). A lot of feral hog meat gets donated every year to family's in need there's just so many hogs you can never kill enough, so using a .50 bmg to make hog jelly turns into a pass time on the ranch.
Homemade body armor:
layer welding blankets with weave rotated 45 degrees relative to the last blanket. Soak with fiberglass resin and clamp tightly to steel plate. Alternatively you can use HDPE; melted down milk jugs instead of resin.
