Four-wheeler rope tow

How exactly should I do this. I can get my hands on some rope-toe-rope©️ but I don't know how people make the rope stay on the shaft

For the best grip you want the rope to sit directly on the tire, not on the rim

There should be pulleys close to the wheel, and the rope should cross itself before the wheel because that increases the contact area on the wheel
