I hate wearing a jacket but it's always hella cold where I live. What is best to wear under a hoodie to keep warm

Merino shit is always good as a base, but its kindof expensive. I'do a merino base layer, then a heavier fleece, then a hoodie. Or, just buy a jacket.

Nothing will ever be as wind proof as a jacket.. and that wind gets cold.

Maybe a down vest? It'll keep your core warmer. I got one at Costco for $30.
