Best way to remove rivet on cuff?

How do you remove rivets on cuffs? Shown below is the cuff rivet on my Garmont megalites. I want remove the cuff to do the forward lean mod shown here: http://splitboard.com/talk/topic/garmont-mega-ride-foward-lean-mod/

They say to start with a small pilot hole but there's not much elaboration after that. There's also many videos and articles showing an array of different rivet removal methods so i'm not sure this is even the best way.
My buckles are attached through rivets too so I want to remove those as well and do mods on them.
Also, can it be done with the dremel tools I have or am i going to need a drill/drill bits?

Ya, it looks like they were making the hole bigger from that dynafit rivet removal article, but i couldn't tell if they were drilling all the way through.

Make sure you're in the center of the rivet, use a pilot punch to create a small punch..in the center, and then go to town with a drill.

Alternately get access to a low profile 90 degree drill and stub bits and drill from the inside.

Also, unless you are planning to use them for spitboarding I would recommend just drilling higher holes rather than creating a slot in that walk mode bar.

i see, so drill all the way through is the idea.

I am, btw, using this for splitboarding and need that full range of motion.

In that case, are you looking for a way to limit travel at all? You could probably just punch out that pin in the lower piece of the boot connecting the walkmode bar, flex it the cuff forward all the way and pull the walk mode bar out.

In that forward flex mod post on splitboard forums, that mod lets you have more forward flex travel while maintaining a rigid heel side, which is what i want. This replicates a snowboard binding.

The loose heel of the walk mode is actually not too bad to ride in the park. Makes landings more forgiving.

If you take out the whole bar, you basically get something similar to just the walk mode. with probably even more forward flex.

Sorry, I posted like an idiot. I meant just remove the pin, pull the bar out, modify and then replace. Hopefully all without removing the rivet. Obviously that may not be possible. It was possible to do just this with my Scarpa tele boots.

Ya, ill see if that's possible. I wanna know the rivet removal thing for the sake of other mods too though.
