Could probably just walk into a local garage/workshop that has a welder and just ask them to do it, guarantee one of the guys there would do it for you, would take 5 minutes.
I know if someone walked into my work and asked the welder would 100% do it for like $10 or something, at least where I work people do little home jobs all the fucking time for some extra cash haha

If your gonna lay it on the ground get some 1/2'' pipe in 1.5ft sections, and then pound the pipe into the ground, one on each side, front the pipe and back. Just make sure the ground pipe isn't sticking up that far.

You just need two metal drill bits. Any power drill should work. The hole on the top of the pipe will need to be big enough for the screw and head to fit down through. The second hole, the hole from the inside of the pipe down through the bottom should only be as big as the screw. You might also need an extension bit so when you put the screw on the bit it can reach down through the first hole and screw all the way into the wooden frame.
