It might be too late in the season for it, but I thought I'd mention it anyways.
Where I am there's a job fair in february, you basically just go and fill out applications and hope someone calls you back. Pretty sure you need to be 18 though.
I'm 21 and have some pretty good work experience, so that probably helped too.
My recommendation: apply EVERYWHERE. I was unemployed for like a month in january and it fucking sucked, no money, no car because I couldn't pay insurance, I was just sitting around and applying for jobs while driving around with my parents' car. But then I started getting a lot of calls from different places... I actually worked at starbucks for about a month which was awesome but not very profitable.
Another option that might be worth a shot: try to find an "in" somewhere - ie your dad's friend that runs a construction company, or something like that. Job hunting is a bitch but well worth it when you find something good.
Even if you don't get the dream job this year, accumulate work experience and references. Make sure that when your new job calls up your old boss, they have good things to say about you.
