you cant go by the numbers. for one, there are a couple different systems, and it is definatly a personal preference. go to a shop, (maybe bring your skis), and try a bunch of boots on, and click in! your not gonna get a feel for the flex unless you have a ski on your foot. also, the forward angle, the amount or forward flex, ect all has a ton to do with it too.
