If your doing only video, a T2i would be fine, but if you/he wants to do photography, the 60d or 7d would be better. They havea deal for a T3i and 2 kit lenses (18-55 and 55-250) for only $599 (as opposed to $500 with body only) on right now at B&H.
All the canon DSLRs pretty much do the same video quality, the t3i, 7d and 60d have the same sensor I believe. The 60d and 7d are just better for photos (better AF more frames per second in continuous pictures), and they have better build quality. Might be better off getting a T2i/T3i with some good lenses/stabilization (glidecam)/mic
