the link posted says the s rail is located at the abbott public library 235 pleasant street. the church is where a different red down rail is

I have seen it before. (a few years ago) and its not doable. (probably). It has a brick ledge and stair set right before it and is at a church. Its in MA

Turns out it's actually at a library. I got the source right, but read it wrong. The church has some other rails that are mentioned in the same article.
