This happens a lot when skis are new. Just cut those danglers off carefully with a razor blade asap because they can peel and take more material off. If you chip down to the core, just cut off any hanging topsheet, and put a dab of epoxy over the hole and leave it to dry overnight.
Eventually, you'll stop getting new chips, and all the damage will be done, except a few here and there as the year goes on. Since you seem to be paying attention to the chips, keep doing so and you'll see what I mean as time progresses.
