Does anyone know if you need a passport at 16 to travel the US - Canada borders?

ever since 9/11 the US hasn't trusted anyone... me and my buddys were coming back from Canada into the US and the border PO was being a jerk... questioning us like we were bringing weed into the states. i guess he was just doing his job, but some youth kids at the age of 16/17?? come on we aint droppin bombs
