reason has both the 808 and 909,
ableton live with the drum pack, has lots of drum kits
i'll suggest an m-audio Trigger Finger MIDI controller, i have the axiom 25, only has 8 pads but also a keyboard
also check out magix music maker, i know it's a fairly simple software more geared for beginners, haven't checked it out though,
fruity loops as mentioned, more advanced though
keep in mind all this software is really expensive, and it's super hard to get cracked versions for reason and fruity loops i found, i bought ableton live,

Dear god there are so many uneducated answers in this thread.
First of all we need to know what kind of beats you want to start making.
Hip hop? EDM? etc. I prefer ableton as its really easy to sample, slice, and use plugins like VSTs and what not.
If you are going hip hop, and mpc is not really a must, but it definitely is what all the big guys use in the game. Its pretty easy to sample and slice but after about haviing one for 4 months I got sick of it and started to feel held back by it, moved to ableton and havent looked back.
Reason is pretty good, but pointless by itself IMO, you usually need to re reoute it into another DAW like ableton or pro tools.
That being said, ableton has a 14 day free trial, download that and try it out. I prefer live 7 over 8 as the warping blows on 8 IMO. its a little more difficult as I have used the other warping for years now.
If going EDM you will also need some goot VSTs/soft synths. I use minimonsta for bass as its got a sick MOOG sounds. CIrcle is also good for my white noise and electro sounds. Vanguard is pretty good for epic stuff like trance and progressive.
