Usually the film comes with a self adressed enveloppe to Kodak labs at either Rochester, NY or Switzerland. If not inquire where you buy the film. As for transfer you can shoot a projector or find a someone that will do the same process or have it done at a pro film tranfer place ($).

search online. I found a place that develops the film for really cheap, like 19 a roll. After that, get a good projector and projector screen, then you basically film the screen as you play your roll.... film it with a mini dv. Beffer yet, if you have a hi def cam, you can have hi-def 8mm footy.

and all the footage i see of 8mm is usually really brownish looking, is there any kind of film i can find that has a more normal look, or possible more saturation with the colors?  i like the brownish look, but i dont want that all the time if possible.
