Video Compression Q

I have a Q... whenever i export a video off of adobe premiere elements 2, the quality turns out looking like a sack of 12 year old horse feces. Does anyone know of a solution, possibly an alternate compressor that doesnt suck?

i have edition 1 of that, and i just put everything in WMV and the quality isnt so bad
