So then, let's break it down:
The angles (it's criss angEl) where he is looking at his own feet, you can tell that he is on wires: there is an obvious "walking man motion", but no pressure applied to the water. Plus, his sandal sinks into the water, his foot does not. That's camara trick one: suspension by wires.
Second, on the angles where he is being filmed by dude in water, you can see that he is obviously walking on something because of the pressure points and his seemingly actual points of contact with the water. However, let us all remember that under certain angles, glass, and plexiglass, is invisible or unnoticeable in water (see bruce allmighty). Criss' feet go down under the water about half an inch or so, in the same way as people walking on plexiglass under water. Here, he is actually walking on water in the purest sense (ha!).
Third: "but what about his sandal?". Well, as you can see he takes his sandal off and drops it in, then it cuts to the sandal sinking. all part of the wow factor contributing to make you not notice his then longer than normal stride on the water. Longer stride, to cover the gap in the plexiglass where he put his sandal, and again when the girl goes between his legs. And the girl swimming under him? notice she goes tot he bottom of the pool: either she is going under the plexiglass, or it helps to the ullusion that he is walking on water from the wire cam shot.
Fourth: the wires can be edited out easily.
Conclusion? CrissAngel is an ILLUSIONIST, meaning he performs ILLUSIONS!
If he got you, that's what he was trying to do. He didn't literally walk on water.
