Shouldn't a flatspin be pretty much in a horizontal axis per the name and rodeo is like most axis between that and a weird backflip

Just like Jens says in the video, a Rodeo is inverted where a Flatspin is - after it's name - flat.

If I’m being honest, Sammy C and Candida are some of the only dudes I see doing “true” flat 3s, but OPs is probably the closest non-pro skiers can get to.
The problem with the “stompit tutorials” definition (which I think is the best definition) is that flat spins are sort of set forwards off the jump (watch video for reference https://m.youtube.com/watch?v=58QWRqlZLso) making them similar to bios, the difference being bios are spun like a spin and flat spins are a kind of flip.
TLDR flat 3s are do-able but you’re better off sticking to rodeo 3s because that’s what 90% of skiers call a “flat 3” and it’s easier.
for sure once we get snow, those are the only 2 jumps at 7 and its a case-clear type situation with speed
