Im going to have to throw my lot in for Kansas. Its literally flat industrial farming for miles and miles. Province, not a state, but Ontario. Holy fuck it sucks balls. Its super flat, biggest ski hill has maybe 700' vert, and its like a 3 hr drive from where I live. Also, the entire population of Toronto goes there. Southern Ontario is thousands of square miles of suburbs. Most people here are assholes, and everyone drives worse than I've seen anywhere else, even California. If you want to get into the woods, you gotta drive at least 4 hrs north, usually 5+ if you want to really get away. North Ontario is lakes, trees and swamps, and it all looks the same. Even shooting guns here is a pain. Public land is 4hrs north, all the ranges are private, with ridiculous membership fees, and year long waiting lists. 5 weeks until I'm outta here.

I only spent my time on the highway and in a motel 6 with just a gas station and a field of windmills, glad that's the only 14 hours I've had there. It's a state with what looks like nothing, not sure how anyone wants to live there.

Yeah i think it's just born there stay there. Maybe omaha isn't terrible but what else is there. Even Kearny is garbage. It's a state of farms, straight roads, weird politics, and places you'd rather not stop for the night. Driven across 10+ times never a fan. Also fun fact for all you cats moving to CO to ski. You might think it's cool as to grab them CO plates but if you ever drive east Nebraska, Kansas, Ohio, indiana, and even Illinois, Iowa, and Wyoming are also intested in your decision. Some facts for the road if you don't like getting hassled on the highway.

And Indy has some of the worst roads out of any city I've driven. Potentially worse than buffalo NY. There are some fucked areas. I saw some music at the ribfest in 2012 and that was fun though. I'd catch an indy for sure but never made it.

Ohio could be split into 4 sections. Some being very very shitty and some being pretty decent. Northeast being the best due to it being the least hillbilly while also not being completely flat- good proximity to northeast states. South East Ohio is basically West Virginia hill billy af. I lived there for a year and it is trash as fuck; so poor, so much drugs, nothing to do, but outdoors is decent. Northwest Ohio, also lived there, is boring and flat af. It's basically Indiana sponsored by Walmart. There's nothing great about northwest Ohio unless you're a human trafficker. Miles and miles of flat boring fucking farmland- such a bad drive. Southwest Ohio, you have Cinci and Dayton. Not bad for a weekend or night with some good breweries and bar scenes but I personally just wouldn't live there.
In terms of cities, they've really stepped up their game the past few years in terms of infrastructure, food, and bars in Cleveland and Columbus. Cleveland is probably my favorite and very underrated. If you're not having fun, it's probably because you're doing something wrong or going to college or dive bars. Dive bars are plentiful but also avoidable. Columbus on the other hand has a fantastic quality bar scene with a good amount of quality breweries and tons of good restaurants. Places to avoid but also too many good ones to choose in a single night. Also HUGE gay scene, like humungo now so that attracts a lot of people. Columbus and somewhat Cleveland is experiencing an outrageous population boom of young adults which is rapidly changing its landscape. If you haven't been to either in the past 3 years, then I could see why some may say they suck.
In terms of outdoors, even though SE Ohio is much more wilderness, I'd have to say NE is better and really helps keep Ohio from being just another boring flat state with a big city. Cleveland metro area has one of the best metropark systems around that links with Akron and Canton. Columbus quite sucks for outdoors. Flat af. Metroparks are flat and paved. Any semi hilly places require driving and mtn biking is mediocre.
It sounds a lot like I'm defending my home state. Well let me tell you there's qualities I like about Ohio, but I do not want to live here my whole life. Biggest comolaint: It's too far from the shit I like to do, skiing especially. Shittiest state though? Far from it.

OP did not say US State and booze may be one way to measure. Based on @_GHOST I figured NZ would be way up there in consumption and in a way they are. Annual consumption in NZ is 14.3 liters/person compared to 11.28 in Wisconsin. If you have ever been to Wisco you know . ND actually does consume more at 12.34l / person.

Northern Ontario is pretty much a separate province. They should just split it in to two, above Sudbury, and below Sudbury. The massive drive to do anything outdoors really kills it for me. Nothing to do down here unless you like meth, and stealing bikes.

That's a tough one to meassure as some people don't drink. I guess that's all part of getting the big picture but still.
I don't remember seeing a huge drinking culture in Lesotho but totally possible. You do see people with several cases on their trucks regularly.
Where we lived was lawless as fuck and liver ruining but it was it's own world.

I'm not sure why everyone in Phoenix describes Phoenix as "Arizona", but they do. A huge portion of Arizona is forest and 7000' elevations, canyon, creeks, etc. Phoenix is great for some things, meh for others. Definitely not an "it has it all" city/state but not even close to mentionable on a list of the worst states. Not awesome as a skier though, that's for sure.

I had to do a state report on Nebraska in the fifth grade and the most interesting thing about that place was that it had a 32ft swing that no other state had. That's about it.
