Slayer has to be right up there.
This is an interesting topic which you could examine from a lot of different angles.

Sex Pistols...I don't like them but the had massive influence on bands I love. Same with Velvet Underground, Magazine, Rites of Spring...all kind of bands that spawned entire genres.

Gonna throw the clash in there. The exploded when they were in their early twenties and took the world by storm around the same time the sex pistols did. I think the clash is better than the sex pistols.
Also the dire straights. Somebody mentioned Jimi hendrix's guitar playing, but I'm going to put mark knopfler in there as best guitar player ever. These guys we worship as guitar shredding gods are experts in guitar acrobatics, zooming up and down the neck shredding blues scales in every position. In my opinion they lack soul. Listen to some dire straights songs and how fukn clean and soulful the guitar is. That's mark knopfler. Then go on YouTube and try and learn how to play some of his songs. They are actually harder to play than Jimi Hendrix or Jimmy Paige or Clapton and it's because knopfler finger picks. NOBODY in the world can play like knopfler and that's why he is the best.

Elvis, The Beatles, Stones, Black Sabbath, Johnny Cash, Jimi all paved the way for many great bands. My nomination is Metallica just due to how hard they have worked from the early 80's to present time. Every album hasnt been a top chart thing but they can still rock a sold out venue!

Electric Wizard are by far one of my favourite bands. Def darker and more drug infused. I think something that’s closer to Balck Sabbath though would be Saint Vitus, Witchfinder General and such. For some reason Electric Wizard is a big jump for quite a lot of people. Sleep is something to consider as well.

Oh yeah for sure! If you want something more psychedelic I'd recommend listening to the album "Smolyk" by Petyr. Most of the bands I listed are more on the heavy psych side (stoner). You might also like Hawkwind's album "The Space Ritual Alive". "Holy Mountain", the album by Sleep is heavy stoner, but has blues licks and psychedelic waves.

I'd probably say the dead. Just in terms of influence on music, festivals, culture, without a corporate backing. The sheer numbers they were pulling in is insane.
I will say Phish, more for the impact on the festival scene. Big fests like Bonnaroo etc owe a ton to the early phish fests. They went out on their own and really cultivated that whole scene. Some of the other hambands joining in as well. And then the corporate backing and mainstream artists slid in to make the $$$ with other big fests. Actually a bunch of huge fests started with jambands and then switched over. Jambands can get the sheer numbers out even through word of mouth for a first year event. The more mainstream people it really needs to be a 3rd or 4th year fest before they start attending in much numbers. Unless it's heavily marketed.
I think all time a pretty safe bet is Pink Floyd. You can really hear the decades go buy through the records and so much of it is awesome. Bummed I couldn't make it to live8 to see them. Catching Gilmour in Toronto a few years ago is still one of the top 5 shows I've ever seen(out of hundreds). Dude still crushes it and melts your soul.
I personally don't listen to much classic rock on my own anymore. Generally rocking bluegrass, some 90s/2k pop, and some folk/acoustic/americana type music.

Some of those old jazz bands like Duke Ellington Orchestra have the chops so probably some group like that is the really best

Russian punk rock is great. KAZUSKOMA and Metel are good russian punk bands, I'm guessing you've listened to them.
