If you can't get a battery powered angle grinder, take a chisel, hammer, and a rough file. Those look like tack welds that would pop right off if you got the chisel under there. Give it a wack with the hammer and file down the excess spot welds left over.
It'd be way longer than a angle grinder with a cutoff disc but it might work if those welds are shit enough.
Also, that's some pretty thick paint on there. That'll hang you up if you try to slide it as is.
Go to harbor freight and buy their cheapest cordless angle grinder.
I mean the welds on those bolts look like shit trust me i can see them through the shadow I have eagle vision when it comes to spotting welds. A cutting wheel on an angle grinder would be your best option to remove the bolts and then grind the rest down with a normal wheel, dont try to grind with a cutting wheel; just dont. The bolts should be pretty easy to cut since the welds are shit and old and I see rust so it weakens it.

You'd have to have a stack of batteries. Especially with the wire brushing or flap disc action that would be worth doing.
I've never had good luck with battery life with grinders. But have been pretty useful at times when you have plenty of fresh charged batteries in the shop.
If some podunk dairy farmer like myself welded those on you could certainly pop them off with a solid chisel and 3lb sledge with a few grounds in your coffee.
Get a cheap angle grinder, saw, chisel, pretty simple. However make sure its smooth, saw a rail recently that was grinded down on the nuts put in place and looked super jank for skis.
