you can do a lot of things. easiest is to just spent the $20 on a tune at your local shop. they will use a wet belt to level the base, sharpen edges and then wax your skis.

I dunno where you live but I've never seen a tune for less than $40 I feel like...

paying for tunes is bull shit you can do it all on your own look up some videos

local shop by me does a basic tune where they belt the bases flat, sharpen the edges and hot machine wax for $25 and then if you want ptex work and stoned its another $10.
no wax and you're looking at $20.

Tuning your base edge and flattening is probably the one thing you can't easily do at home. It's doable, but it's not as easy as side edge sharpening. A plastic scraper will not do shit to flatten your base or set the proper base bevel. I am thinking about investing in a base edge guide that sets a file in it, it's a tool made by swix.

you can definitely tune your base edge at home by hand the easiest way would be to just take a file and put some tape on it and run it along the base so the file part touches the edge and the tape part touches the base. that wouldnt be verry acurate though, instead you can get a base edge jig for your file. but really those both suck unless your bases are flat.
dripping ptex even if done completely properly is still a shitty method of reparing a core shot, its much better to base weld.
op, use a sharp clean and preferably new metal scraper to clear ptex that is not level with your base. then use a level to make sure its level then apply wax.

Use a steel scraper. You can use one to flatten out a base as it becomes base high.
I don't yet have a base repair video. Will do in the future.

Using a belt sander would not be the best idea... Just use a metal scraper or a metal file, both you can get real cheap at a ski shop or online. If your using just regular Ptex to fill in base, just use a metal scraper. If you want to repair something deep with some extrude then use a metal file or else it will completely take out all of the extrude and you will waste it all. To complete it and make it all finshed and smooth give your skis a wax afterwards and scrape and brush it all off and you will get some nice smooth bases. If you wanna get a professional base finish on your skis, your looking at spending upwards of $5,000 for a tuning machine, not necessary though. Unless you wanna be super crazy sweet... lol
