I've narrowed it down to these two though am open to other suggestions. Coming over for a year on exchange, studying environmental science with a particular interest in the affect of climate change on the winter sport industry.

But WWU and MSU are both great. Bellingham>Bozeman. Both schools in terms of quality education are average. MSU is closer to skiing, but Baker is better than Big Sky and Bridger Bowl.
Honestly it would be worth going to Montana just because of the proximity to skiing.
Other schools to look at:
WSCU
UNR
Westminster
ISU
Maybe some Seattle/Portland schools as well.

I think it's important to ski parts of the country that you don't get to go to a lot. West coast areas are so much different than inland. Also ask yourself, if you don't go skiing because the weather is shitty out would you rather it be because it's raining? Or because it's -20 at the summit and the wind is ripping at 80mph? Are you okay with a 90 minute drive to the mountain? Bozeman is sunny a lot in the winter, but sometimes it gets so fucking cold out your car won't run and you can't go outside. Bellingham gets a little snow in the winter but usually it's like 40, raining and windy. In town it's hilly, Bozeman is completely flat in the city.

Nah Big Sky and Bridger are way cool, personally, I would rather go Baker. But 1.5 hours away turns into weekend trips which isn't so fun.

My favorite part of Bridger is getting one half of my face windburnt as fuck hiking along half the entire ridge and then proceeding to get blown off the edge by an extra angry gust of wind and not even making it to the line I want to ski.

Big sky is a giant pile of shale that will destroy your equipment and everyone is a jaded asshole. Bridger is full of earn your turn fucks who think hiking 30 min for a super short lap is worth it.

Well it's 1.5 hours to baker and 2.5 to whistler so yes I'd say it's pretty close.

I think one thing people havent mentioned is that MSU has a ton of environmental sci opportunity with Yellowstone to the south and glacier to the west, as well as the largest ecosystem in America (greater yellowstone)
If I wasn't such a fuck and didn't drop out of the same major 2 years ago I could provide you with much more in depth idea of the curriculum etc
