I have noticed lately that when i upvote something it goes up by 2 instead of one. Was this programmed to make things look like there were more upvoted and has anyone else noticed this
I think that's only on the news/video/news section. I think it's like default that you upvote your own, so it starts off at 1 upvote(though it looks like its at 0) and then when someone upvotes it, it counts as 2? Maybe, just what I have noticed.

not even on my own, lets say i down vote you when you were originally at zero so now you go down to negative 1 then ill upvote it and it goes to positive one , not zero.. also when i upvote picture or videos lets say its at 8, it will always go up to 10, and im positive its not other upvoting at the same time

With the first post, yes you can expect that. If you upvote, you are that one upvote, but then you change it to a downvote you become the only downvote so it would make sense it's at -1.
With the second example, I am not sure. I've had instances where I upvote and it jumps up two or three but it's not all the time. I can't really give you an answer on that tbh. I know when you upvote a video that has 0 votes, it will go up to 2 but idk.

There is nothing that makes one upvote count an extra vote. As Mingg laid out, if you change from downvote to upvote it always counts up two because you're eliminating the negative and adding a positive.
As well, my suspicion is that you're seeing a ghost even if you're seeing it increment incorrectly. The system uses javascript (which executes on your local computer) to show you an incremented view count. This is different from what is recorded in the database. Its all about performance, and too boring to go into depth.
However, if if you accidentally see two upvotes, there's very little chance that two are actually being recorded. Everything is synced up with the database every few minutes - so the real score is probably very accurate after 2-3 minutes or so.
We have to account for all kinds of these things coming in every second, so to make the site work in real-time some of what you see is fudged for a few minutes. I'd bet anything that this is the case.
However, get us an example and we'll certainly look into it!

Votes are not manipulated or changed, it would make the rating system pointless if we didn't have accurate data. There's a few things at play here.
First, whenever you rate something on NS, that vote is kept in a system that tracks all Up and Down votes across the whole site. So votes for News, Comments, Photos, Videos, Threads, etc... are all stored in the same place. When a new vote is received, the summary of Up and Down votes is then replicated to the individual Photo, Video, Thread, etc...
Next, all thread pages are rendered and cached for a short period of time. Caches are updated when they expire, or when a new post is added. So it's possible for you to get a Thread page that was cached 10 minutes ago (because there was no new Reply), but has had votes. The Thread's Vote count would be out of date since the cache has yet to cycle. When you submit your vote, the server replies with the *real* vote count. The Thread will update with this count after the cache expires (on the next Reply, or when it expires).
Regardless of caching, it's also possible for you to get a content page (like a Photo or Video), then for somebody else to submit a vote, then for you to submit a vote. The update you see would then be the result of all votes since you originally loaded the page.
So in summary there is no trickery, it's just timing and cache cycles at play ;)
