Chairlift rescue practice doesn't go smoothly -
A year ago some lady fell from skyline chair at SP, shit was crazy and the backup on the chair was like a mile long.

the reason they do it around the knees is so they can sit down and have a better angle on the belay device.
and if they did it around the waist with that strap, it would just slide up into his arm pits. what they need is a proper harness to belay with.
Not only did he put the webbing around his knees, but he also used a device not meant for lowering (a rescue 8: suitable for rappelling but not for lowering/belaying purposes). It doesn't have enough friction to stop a dynamic fall or weight (like someone sliding off a chairlift). On top of that, he even stood up on a hill at the same hieght of the anchor and caused both the force on him to increase and the direction of pull to be different. he should have stood almost directly under the victim.. I sense a lack of proper training in this operation
