The second question was hard as you don't really define what a student specific bike is. I'd pay for a belt drive bike with few rustable bits and a decent rack/basket system in a package that is REALLY hard to take apart without the key.
Other than that, it seems like it's better to just get a beater if you have to keep it outside.

how do you plan on redesigning the bicycle to make it better for students?
what does a student bike have that a normal bike doesnt have? is it free? students would love it if it were free, everything else probably doesnt matter.
The way to do a campus bike program is to pretty much copy Montreal's Bixi.
Free program, opt in to sign a waiver/responsibility for damage, and swipe your student ID to get a bike that can be dropped off at any bike rack around campus.
