How to make a homemade Banshee Bungee?

Willing to spend up to $50+- for materials to make something like a banshee bungee. Anyone out their know how to make one or can help?

There are a few tutorials just google it, I know a lot of them use shock cord that u can buy on Amazon in bulk for cheap
