Do I need someone good with illustrater or photoshop? Yeah I do

So I cant work either to save my life. but I did get this far. Short story shorter, were making a few Rick Ross die cuts. However I cant get into die cut format. Can someone clean this up for me please?

wrong, I used a cut out filter in photoshop.

And why do it the hard way?

rectangle marquee tool, make to size, command+c, command+n, click okay, command+v...save?

is that not the "proper" way to do that, or resize the canvas?
