if you have a grinder with a cutting wheel and a power inverter for your car, go "borrow" one from somewhere like an abandoned building.

or see if your school has old bike racks or something they're getting rid of.  My buddy made a legit rail out of one of those.

Honestly, the only way you can get a ski hill style setup for cheap is learning how to weld and getting scrap.  I built a 16ft flat bar for free.
