It is cool, and it can be usefull (if you are taking a picture against the sun, with a tree blocking it, for example). It allows for detail in the foreground, without the sky being totally blown out, or detail in the background without the foreground being too dark. It's a cool technique, but as was previously stated, it is far overused, and far over done by most who try it.
