21.5 Womens boots

My sister needs a boot in a 21.5 but the boot fitter only had the Dalbello Lupo and Chakra in that size neither of which she liked very much. We will need to visit other shops for sure, but does anyone know of other women's boots in a true 21.5 size? Any suggestions for trying to get a women's boot for small feet?

Atomic Redster CS 110 is produces in a 21.5

There are a handful of boots in that size. Try looking through Blister, I know one of their female reviewers has really small feet and difficulty finding real boots in the proper fitment.
