What is this effect called & how do you do it?

I can't even really explain it. It's that kind of fuzzy color flash that happens at :17-:18 in this video:

Happens really briefly at :51 too. Probably other places as well.

I edit in Adobe Premiere.

It's called RGB split or color channel offset. I think it's easiest to do in After Effects.

AE is so damn aggravating in the begining, you'll probably get the hang of it sooner or later!
