I believe that is the original controller that sony revealed when showing off the PS3. Then they decided to get rid of the boomerang style and stick with the dual shock.

I have heard the reason that xbox online cost money is becasue xbox has a better firewall then ps3 preventing you from getting hacked or your xbox crashing. but i really dont know.
