My freshman Economics teacher told us that the easiest way to make driving safer was to put a big spike in the center of every car's steering wheel. Minor accidents would become fatal but everybody would be driving more carefully because of that.
As with the seat belt analogy, some people get a false sense of security thinking that somehow equipment can take the place of common sense. The back country is and will always be a very dangerous place. It's not something we can tame.
