By quality I mean the amount of talented man hours that have gone into making games. Like remember rareware? They put out epically constructed games like donkey long country, blast corps (an n64 fab of mine) and other games that were redonkulus.
The culprit? Inflation.
I don't know who wrote the rule that all games must cost around 50 dollars till the end of eternity but 50 dollars was a fuckload more back when super Mario 3 came out than it is now.
I can't really put my finger on what it was that made the older games feel infinitely playable and timeless but they always seem like forgotten treasures to me. Like an island of misfit toys. I can't tell you how much I shat my pants when my buddy showed up with a working Nes and a bunch of sick games.
I feel like halo 1 was the high water mark, and I doubt as much time or effort has been spent on a game since.
