No. To start on the simplest terms, the burden would be on the state to prove that yoga pants DID NOT cause a moderate disturbance. It would be very easy to prove that they did by citing the numerous examples they have of boys taking pictures of girls in yoga pants and things like that.
You're just trying to make a scuffle about nothing without actually considering the difference between education and pretention. That or you honestly believe tens of thousands of schools all over the country are impressing students and developing less cost effective means of operating simply for recreation.
