Numbers correspond to literally saying the numbers of the previous row...

For example, 1
There is one 1 = 11
There are two one's = 21
There are one 2 and one 1 = 1211
There are one 1, one 2, and two ones = 11,12,21 = 111221
and so on, so next row will be 31131211131221
