to answer the OPs question. no that isnt normal. It could be fog, snow, something wrong with your camera, or you are overestimating the quality of it, because it doesnt take percfect DSLR quality photos
its not something particularly wrong with the go pro except that you're taking a single frame from 1080p or 720p video. Just because it comes together in high quality in video mode, a screenshot taken at 1080p from a go pro equates to roughly 1 or 2 megapixels. if you want good stills from your go pro use the camera function depending on the model it will take either 8mp or up to 11mp photos.
the answers right there. if you want to generate high quality screenshots from 1080p there are programs you can use as well. photographs are far more effective and far higher quality. a photograph taken with a canon 7d produces the same quality resolution that a still from 4k video would produce. a screenshot from 1080p video is generally worse quality than most standard camera phones. use the stills function on your go pro if you want higher quality photos.
