a filter is an on-camera accessory. Describe what you mean by "filter". I think you may be refering to color correcting

like in the beginning? it looks like its another shot all sped up and opacity is very low like 20-30%

That looks like a composition of flim burns & other video on top with an oppasity of like 20-40 sporadically moving around w/ a yellow tint?
