PERHAPS the site should put in some rules that don't let a new member message any other member on the site until that person has responded to atleast 20 threads or something. This would reduce the amount of people making new accounts spamming members.

One concern might be that new members won't be able to PM concerning B/S/T threads..But that new member could still reply to the thread, and once the OP sends a PM to that member communication between those two could persist.
New members are kind of sketchy to sell stuff to anyway though..

have you ever seen the spam in the mornings? i've caught it a couple times. they get every forum. sg, nsg, sd, gt, bst, m&a...must drive the mods nuts having to delete all that crap. i bet its more important on the list of things to do than worry about a couple members getting a message.

yeah around 9 am there are hundreds of threads on handbags, jordans, chanel perfume, etc. it's not that hard to delete but it's super annoying to have to do a daily cleaning.

Yeah, but its not the same person posting threads that is spamming members.   And it isn't just a couple of members getting messaged every once in a while, I get messaged almost once a week from these stupid accounts. 

Just because my solution solves a problem that is slightly different than another problem doesn't mean that the problem I am proposing a solution to should not be solved with the solution I suggested.
