Sand the topsheet a tiny bit to get the paint to stick and try to get some outdoor spray paint. It is kind of a specialty item, but most hardware stores have it. Then get a regular clear coat spray paint thing and hit it with like 4 coats. Thats for single color though. And ask off the base.

make sure u get a vinyl based paint... pretty much anything that isn't laquer based. if its laquer based no matter how much u sand the paint will chip off cause' it dries really really hard. OHH and stay away from enamel paint to

another useful item is called ski saver i think. we have it at my shop and it's just a clear sticker sheet sorta thing that you put on the top sheet and trim off the edges. does really good for protecting skis from chips.
