What's it called when you hit an urban rail from the right side and bring your tails over so that your left foot is forward on the rail?

That would be a lipslide. it can be either foot foreward, but like you said, tails come over the rail first.

sort of, like a backside switchup is when your tails cross the rail towards the end of it, and you spin "up" towards the top.  So its similar, but like has been said, lip slide
