Can't upload new icon

when i try to upload my new icon my old icon keeps appearing instead of the new one. why is it doing it?

google or resize with ms paint, or photoshop.

mine did that in internet explorer, i opened NS in firefox, deleted my old icon, uploaded a new one, and it works. you just gota wait i couple mins and its goes

on my paint it states the size in the bottom right, hope this helps
