What effect is being used on this clownschool edit?

what effect is used at 3:34 and 3:46 as well as other places? seen it on other edits as well

how do you make this pulsing effect?

I think the image is enlarged and brought back to normal really quickly, with a little bit of blur added.

Theres a couple of ways you can do it. Evan just keyframed the scale of the shot to the beat in FCP. If you have motion, you can use audio parameters and you can match the scale and other transformations to it that way as well.
