For me I spin to the left and I hit rails with left foot forward which makes it really easy to jsut grip and rip off rails. I learn 270's off a up rail which helped but you could probably 270 off anything higher than 1' off the ground. As for popping off a rail I really don't know maybe jsut bend your knees when you spin.
ya i wouldnt worry too much about the height of the rail, i think it would be way easier to spin off rails in the direction you naturally spin, ie if you spin lefside youd want to spin a leftside 270 out
popping and spinning off the rail might seem pretty difficult to commit to at first, and while you mite not get the full 270 rotation, as you keep on practicing it should come fairly easily
if you get a good pop off of the rail you can easily do 270 off a rail thats pratically in the ground. just pop, set, and do the spin and if you have to just huck yourself because the first one doesn't have to look pretty.

chris- "i think you hit your head kinda hard that time man."
if you just break it down in your mind, its really not that much of a body motion your doing it. its definatelly a feel you get when your on the rail that you are gonna do a 270. if the rails are short, you gotta feel that shit before you hit it. like at gore mountain www.skitoga.com

I learned on a rail that was about one foot high, but the ground fell away at the end, so I was jumping off down a hill. I learned bs 270 first, because I could grind naturally and spin naturally, even though those are harder. Now that I've gotten better I like fs 270s better b/c I spot my landing. Here's what I do for a fs 270
1. Jump on the rail (duh)
2. I'm not really sure how I do this, but I stop my rotation when my skis are almost perpendicular to the rail
3. When you get to the end, just jump and spin the other way. You'll probably only get 180, but you can easilly butter that around.
can you 180 on flat ground? i'll give you the benefit of the doubt and say "yes", because it's about as easy as shitting your pants. ok, now, imagine you were about a foot off the ground and threw that same spin... you'd probably rotate another 90 degrees or so before you landed. you don't need to be that high off the ground, you just need to commit to the spin.
