simple. adobe premiere pro supports divx (well i know 6.0) does so load it in there than hit export movie. it will save it to default raw avi format so you can easily use it in any program. also, i havent tried this but i see no reason for it to not work, load it up in wmm then export it as avi and it should save as default avi.
to burn it use adobe encore. it has a built in automatic dvd encoder which i have never had a problem with. it is actually quite nice under all the default settings. if you have any questions on how to use encore just pm me.
