uhh, mine does... even though my mom is retarded and thinks it has daytime running lights so she just leaves them on all the time.
but yeah, the console lights up, but in ours some of it blew out, so only parts light up

You can rip out the dash on those things really easy, I took my 98' Impreza's out completely when I was working on the stereo wiring.

yeah there is a little twist thing on the indicator stalk near the end.... play with it, it's possible your light is burned out but if not, that's how you turn it on and off.
