Exactly, I figured this was pretty obvious if you were actually paying attention. They explicitly said that there were 5 dudes, plus the three younger guys. The three younger guys are the ones Cohle and Marty got.
The five older guys, in the masks? Who knows, but likely as not, one of them was Old Bill, who's dead. Possibly Rev Tuttle was another, who's also dead. Possibly Sen. Tuttle? We'll never know. There aren't clean resolutions to everything which was addressed in Cohle's frustration at the end and Marty's "we'll never get 'em all, but we got ours" bit.
The way I took it, there was an organization involving a number of people, largely a family affair among the Tuttles and Childresses. There were five sort of principals, and then the three younger guys. By the time our heroes had the whole thing solved, the five principals were basically gone, the original group more or less dissolved - this was all decades in the past, when the South was smaller and you could still get away with that sort of thing because no one looked too hard. Errol was basically the remnant of that old circle, still carrying on with what they'd done before and what he'd grown up with.
I think you're deluding yourself if you figured that it was all Errol and everyone else was just watching. He would have basically been just a kid when this was happening early on.
