If you are looking for comfortable and snug, it should be easy to arrive at. Do you have custom footbeds in your boots? If you do not have a nice footbed, this is priority number one for you. Without a footbed, your flexible foot is allowed to flex and move inside the shell and no amount of buckles will stop that movement because the issue is not boot related but arch stability related. Stabilize your foot, and you will not need to crank your buckles down as much as you do.
If you do have footbeds and are cranking your boots down, are you sure you are in the proper volume/last for your foot?
If you are 100% sure you are in the right boot, then you need to assess how tight you want them and the consequences of a really tight fit. Comfortably snug and fully locked aren't the same thing, and you will have to make some sacrifices if you want fully locked, rather than comfortably snug.
