Cobra Dogs at Windells??

I was wondering if you are allowed to get a cobra dog if you go to windells. does windells allow you to go get one up in govvy, and will cobra dogs even sell to you if you dont go to HCSC. im a snowboarder and i heard that windells is really fun but if i cant get cobra dogs, i dont know if windells if the best fit for me!
